<p>Hôm nay, Phó Thủ tướng kiêm Bộ trưởng Tài chính, Bà Chrystia Freeland, và Bộ trưởng Dịch vụ Công và Mua sắm kiêm Phó đại diện bang Quebec, Ông Jean-Yves Duclos, đã nhấn mạnh cách chính phủ đang giúp người dân Canada tiết kiệm hơn.</p>



<h3 class="wp-block-heading">1. Giảm thuế thông qua Dự luật C-78</h3>



<p>Phó Thủ tướng thông báo Dự luật C-78, Đạo luật Giảm Thuế cho Toàn Dân Canada, đã được Hạ viện thông qua và đang được Thượng viện xem xét. Dự luật này miễn thuế HST/GST cho hầu hết thực phẩm và nhiều mặt hàng cần thiết trong dịp lễ, giúp giảm chi phí cho người dân.</p>



<p>Từ ngày 14/12/2024 đến 15/02/2025, các mặt hàng sau sẽ được miễn thuế:</p>



<p>Thực phẩm chế biến sẵn (khay rau củ, các món ăn và salad làm sẵn, bánh sandwich).</p>



<ul class="wp-block-list">
<li>Các bữa ăn tại nhà hàng (ngồi tại chỗ, mang đi hoặc giao hàng).</li>



<li>Đồ ăn vặt (khoai tây chiên, kẹo, thanh ngũ cốc).</li>



<li>Bia, rượu vang, cider và đồ uống pha sẵn có nồng độ cồn dưới 7%.</li>



<li>Quần áo, giày dép, ghế xe và tã cho trẻ em.</li>



<li>Đồ chơi trẻ em (trò chơi trên bàn, búp bê, máy chơi game).</li>



<li>Sách, báo in và các loại xếp hình cho mọi lứa tuổi.</li>



<li>Cây thông Noel và các cây trang trí tương tự.</li>
</ul>



<p>Chính sách này sẽ giúp một gia đình tiết kiệm từ $100 đến $300 trên mỗi $2,000 chi tiêu trong vòng hai tháng.</p>



<h3 class="wp-block-heading">2. Quỹ Quản lý Cho thuê Ngắn hạn trị giá 50 triệu đô la</h3>



<p>Chính phủ đã ra mắt Quỹ này để hỗ trợ các thành phố thực thi quy định cho thuê ngắn hạn, đảm bảo nhà ở được sử dụng cho người dân Canada.</p>



<p>Quỹ sẽ cung cấp tài chính cho các thành phố nhằm tăng cường hoạt động kiểm tra và xử lý vi phạm, như:</p>



<ul class="wp-block-list">
<li>Tuyển dụng nhân viên thực thi quy định.</li>



<li>Quản lý khiếu nại.</li>



<li>Thực hiện kiểm tra tại chỗ.</li>
</ul>



<p>Các thành phố có thể nộp đơn xin tài trợ từ ngày 16/12/2024 đến 24/01/2025. Với khoảng 235,000 bất động sản cho thuê ngắn hạn trên toàn quốc, chính phủ kỳ vọng sẽ đưa những căn nhà không tuân thủ trở lại thị trường nhà ở dài hạn, góp phần ổn định nguồn cung.</p>



<h3 class="wp-block-heading">Trích dẫn từ các Bộ trưởng:</h3>



<p><strong>Bà Chrystia Freeland:</strong> “Lạm phát đã giảm xuống 2% và lãi suất đã được cắt giảm bốn lần trong năm nay. Tuy nhiên, mùa lễ vẫn là thời điểm chi tiêu cao đối với nhiều gia đình. Việc giảm thuế và triển khai Quỹ Quản lý Cho thuê Ngắn hạn sẽ giúp giảm chi phí và ổn định giá nhà ở.”</p>



<p><strong>Ông Jean-Yves Duclos:</strong> “Mặc dù kinh tế vững mạnh, nhưng chi phí sinh hoạt vẫn là thách thức với tầng lớp trung lưu. Chính phủ sẽ giảm thuế và giúp nhà ở được sử dụng đúng mục đích, mang lại sự hỗ trợ thiết thực mà các gia đình xứng đáng nhận được.”</p>

<p><strong>TORONTO, ngày 26 tháng 11 (Reuters)</strong> Canada's immigration minister says he plans to propose measures to reform the country's refugee system, potentially fast-tracking refusals of cases deemed to have little chance of succeeding.</p>

<p>Currently, no other provinces or territories have rent control policies. In areas without rent control, landlords can typically raise the rent to any amount once your lease ends or is up for renewal.</p>



<h3 class="wp-block-heading">2. End of Lease/Evictions</h3>



<p>Before signing a lease, consider the following:</p>



<ul class="wp-block-list">
<li>Whether your lease will automatically renew or if you’ll need to vacate when it ends.</li>



<li>The required notice period to terminate your lease (for a month-to-month lease).</li>



<li>Actions or wrongdoings that could lead to eviction by your landlord.</li>



<li>Circumstances in which your landlord can evict you without any fault on your part.</li>
</ul>



<p>The factors mentioned above depend on your lease agreement and the relevant provincial regulations.</p>



<p>For a fixed-term lease, you will be required to vacate the property at the end of the lease term. However, in some provinces like Ontario, your lease will automatically convert to a month-to-month agreement unless you inform the landlord that you plan to leave.</p>



<p>For month-to-month leases, you typically need to provide one month’s notice before ending the lease. In Prince Edward Island and Ontario, a notice period of two months or 60 days (whichever is longer) is required.</p>



<p>Under certain circumstances, you may be evicted, meaning the landlord can terminate your lease even if you do not want to move out.</p>



<p>The reasons a landlord can terminate your lease will depend on both provincial laws and the terms of your lease agreement. Generally, landlords can evict tenants for failing to meet their obligations or for misconduct, such as:</p>



<ul class="wp-block-list">
<li>Non-payment of rent</li>



<li>Property damage</li>



<li>Breaching lease terms</li>



<li>Health and safety violations</li>



<li>Disrupting the enjoyment of other tenants</li>
</ul>



<p>There are also situations where a landlord can evict you for reasons beyond your control, which can vary by province. Common examples include:</p>



<ul class="wp-block-list">
<li>The landlord wants to sell the property.</li>



<li>The landlord needs the property for personal use.</li>



<li>The building is set to be demolished.</li>



<li>The building is no longer safe to live in.</li>
</ul>



<p>In these cases, landlords must provide written notice with the eviction date. Tenants have the right to challenge lease terminations through local tenancy boards or tribunals, with the process differing by province and local housing authority.</p>



<h3 class="wp-block-heading">3. How much should I expect to spend?</h3>

<h3 class="wp-block-heading">Beware of Condo By-Laws</h3>



<p>Chung cư (condominium hay condo) là một loại bất động sản phổ biến ở Canada, nơi các căn hộ riêng lẻ được tư nhân sở hữu trong các tòa nhà dân cư lớn hơn. Chung cư có các quy định riêng, khác với các loại tài sản cho thuê khác.</p>

										<content:encoded><![CDATA[<p>One of the essential tasks upon arriving in Canada for study or work is to&nbsp;<strong>take care of paperwork</strong>. This includes mandatory documents such as the Social Insurance Number (SIN), Health Care Card, and Bank Account.</p>



<p>Below is a sample schedule and some tips to efficiently&nbsp;<strong>complete all the paperwork in a day.</strong>&nbsp;This schedule is based on the real experiences of TTN Immigration’s clients in Winnipeg. Those preparing for or newly arriving in Canada can refer to it to ensure a smooth and time-saving process. (The article will be a bit long but will be very detailed and hopefully useful for you.)</p>

<h4 class="wp-block-heading">After landing in Canada, take a few days to rest while also preparing a few important tasks:</h4>



<ol class="wp-block-list">
<li><strong>Prepare the necessary documents:</strong>&nbsp;Trao đổi với chủ nhà thuê để lấy hợp đồng thuê nhà (Tenancy Agreement) có thời hạn ít nhất 6 tháng.&nbsp; Hợp đồng này thường chủ nhà sẽ có sẵn hoặc sẽ lấy trên mạng về. Hợp đồng có thể điền vào form bằng cách viết tay nên có thể thực hiện ngay mà không mất quá nhiều thời gian. Một lưu ý nhỏ, các thông tin trên Hợp đồng thuê nhà phải chính xác, đầy đủ; đặc biệt địa chỉ chủ nhà và địa chỉ thuê để tránh bị bắt lỗi khi làm các giấy tờ. Sau đó, bạn hãy thu thập đầy đủ các giấy tờ cần thiết để chuẩn bị cho ngày đi làm giấy tờ. Bao gồm: Hộ chiếu (đã có visa Canada), Giấy phép làm việc/ học tập (Work Permit/Study Permit), Thư mời làm việc (Offer Letter) cùng Hợp đồng thuê nhà đã ký.</li>



<li><strong>Schedule an appointment with the bank:</strong>&nbsp;Opening a bank account in Canada usually requires you to book an appointment in advance. It's best to schedule your bank appointment for the afternoon, between 1 PM and 2 PM, so you have enough time to complete other paperwork in the morning. Booking too early may leave you rushed, while booking too late might not give the bank enough time to address any issues that may arise. If you're not confident in conducting transactions in English, you can contact TTN Immigration for assistance from a Vietnamese-speaking bank representative.</li>



<li><strong>Purchase a bus card (public transportation systems vary by province, so check based on where you live):</strong>&nbsp;In Winnipeg, you can buy a Peggo card at 7-Eleven or other nearby convenience stores and load it with funds as needed. Each time you use the bus, simply tap your card on the reader near the driver, with a fare of $2.90, which is cheaper than the regular cash fare of $3.25. Within 1.5 hours of your first tap, you can transfer buses multiple times without additional charges. Use Google Maps to find the right bus stop, and you can easily explore or take care of your paperwork.</li>



<li><strong>Register for a SIM card:</strong>&nbsp;Simply visit any nearby phone store (like Bell, Rogers, Lucky Mobile, Public Mobile, or Freedom Mobile) and present your identification to register for a SIM. You can choose a prepaid SIM and pay in cash if you don’t have a payment card yet, or opt for a postpaid SIM to get a phone number immediately without upfront payment. Once you have a bank account, you can pay your SIM bills using your debit or credit card through a mobile app.</li>
</ol>



<p>Completing paperwork usually takes a full day, but it can also feel like a city tour while you’re at it! Start your paperwork day at 8 AM. The main documents you’ll need to secure are your SIN, Health Card, and bank account. If you have time in the afternoon, consider stopping by the MPI insurance center or a nearby agent (like Auto Pac) to register for the driving theory test if you plan to get your driver’s license soon for driving a car.</p>



<ol class="wp-block-list">
<li><strong>SIN (Social Insurance Number)</strong>: Social Insurance Number is essential for anyone studying or working in Canada. You can apply for your SIN at any Service Canada location near you. A convenient option is the Service Canada office next to the Manitoba Health building (300 Carlton St), which you’ll visit next. Aim to arrive early (around 8:30 AM) to be in the first line. When your number is called, simply provide your identification documents, and the staff will verify them before printing your SIN document. Keep this number secure, and only share it with authorized parties as specified.</li>



<li><strong>Health Card</strong>: Next, head to the Manitoba Health building to apply for your Health Card, similar to Vietnam's health insurance. Expect to wait in line, but the process moves fairly quickly. You'll interact with staff twice: first to check your documents (passport, work permit, etc.) and receive a number to sit and wait. This initial stage may take 30 to 45 minutes, depending on the crowd. 

When it's your turn, a second staff member will thoroughly review your paperwork, including your tenancy agreement to confirm your address and length of stay, work-related documents, and any marriage or birth certificates if you're applying with family. It's crucial to have all necessary documents ready to avoid disappointment after a long wait. If you need to print additional documents, a nearby Canada Service offers free printing.

Once your paperwork is accepted, ask when to expect your Health Card, which typically arrives in 4 to 7 weeks. Some may choose to apply online for convenience, but be aware that this option can take several months to process. Weigh your options to find what suits you best.</li>



<li><strong>Lunch and rest</strong>: It's the perfect time to stroll around the nearby shopping mall, where you can find a food court or restaurants. Expect to spend around $15 for a meal, which usually includes a generous portion and a drink—enough to recharge you for the afternoon ahead!"</li>



<li><strong>Opening a bank account</strong>: In the afternoon, you'll head to your appointment to set up a bank account. While waiting, use this time to ask the bank staff for help downloading the banking app, logging in, and making e-transfers, as they might not offer this assistance proactively. Request to have a debit card issued immediately; if not, it will be mailed to you in 10 days to 2 weeks, which can be inconvenient. Additionally, ask about getting a credit card, as this will allow you to spend now and pay later. Regular spending and timely payments can help build your&nbsp;<strong>credit score</strong>, which will be beneficial for future plans like buying a house or car. Confirm whether your credit card will be mailed or if you'll need to pick it up, and understand how to activate it.</li>



<li><strong>Registering for the driving theory test:</strong>&nbsp;While this isn't a requirement for the same day, if you have the time, you can get it done. Head to MPI (Manitoba Public Insurance) or an insurance agent (like Autopac) to present your documents and schedule your theory test. It's a good idea to choose a Saturday for your test, allowing you more flexibility if you have work or school commitments.&nbsp;</li>

<p>However, over the past 50 years, thanks to the perseverance and skill of the Vietnamese people, the nail industry has transformed remarkably. It has evolved from a simple job into an aesthetic art form, such as #nailart, beloved worldwide. We've witnessed nail designs that are not only beautiful but also delicate, creative, and rich in artistic expression. Today, the nail profession is not just about nail care, but also a blend of modern technology and creative, artistic style.</p>

<p>The Economic Intelligence Unit (EIU) has published its annual report on the world's most livable cities, highlighting two prominent Canadian cities. This yearly evaluation ranks cities based on stability, healthcare, culture and environment, education, and infrastructure, forming the Global Livability Ranking.</p>



<p>In 2024, <strong>Calgary</strong> ascended from 7th to 5th place, tying with Geneva and replacing <strong>Vancouver</strong>, which moved from 5th to 7th. <strong>Toronto</strong>, which was ranked 9th in 2023, dropped out of the global top 10 for the first time in three years, now standing at 12th. Vienna and Copenhagen maintained their positions as 1st and 2nd, respectively, for the third consecutive year. The table below lists the full rankings for the top 10 cities of 2024.</p>



<h3 class="wp-block-heading">Five criteria in the livability index</h3>



<p>The EIU livability index is based on five criteria that are combined to determine an overall score. These criteria are:</p>



<p><strong>Stability </strong>This includes factors such as petty crime, violent crime, the threat of terrorism, military conflict, and civil unrest.</p>



<p><strong>Healthcare </strong>This evaluates the availability and quality of both private and public healthcare, the availability of over-the-counter drugs, and general health indicators from World Bank data.</p>



<p><strong>Culture and Environment </strong>This considers humidity and temperature, climate comfort for travelers, levels of corruption and censorship, social or religious restrictions, availability of sports and cultural activities, food and drink options, and consumer goods and services.</p>



<p><strong>Education </strong>This assesses the availability and quality of private education and public education indicators from World Bank data.</p>



<p><strong>Infrastructure </strong>This looks at the quality of road networks, public transportation, international connections, water and energy supply, telecommunications, and the availability of good quality housing.</p>

<p>Once again ranked as the most livable city in Canada, Calgary achieved an overall score of 96.8. The city has consistently excelled in stability, healthcare, and education, each receiving a perfect score of 100. However, it still faces challenges with slightly lower scores in culture and environment, and infrastructure, though it still scored 90 or above in these areas.</p>



<p>Calgary, along with Toronto, Montréal, and Vancouver, has become a major destination for immigrants and Canadians, attracting newcomers with its lower taxes, more affordable rents, and strong school districts.</p>
