New measures also address labour shortages in Canada

Vancouver – 26/05/2023.

Families are meant to be together, especially during life’s big moments like moving to a new country. That is why Canada is working to help families reunite more quickly and easily, and support themselves once in Canada.

Today, the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, joined by the Honourable Hedy Fry, Member of Parliament for Vancouver Centre, announced new measures to strengthen family reunification, including

faster temporary resident visa (TRV) processing times for spousal applicants
new and dedicated processing tools for spousal TRV applicants
a new open work permit for spousal and family class applicants
open work permit extensions for open work permit holders expiring between August 1 and the end of 2023

Minister Fraser announced faster temporary resident visa (TRV) processing and more considerate application measures so that families can be together sooner while they wait for their permanent residence to be finalized. Going forward, most of these applications will be processed within 30 days, and applicants will benefit from processing measures specific to their circumstances as spouses and dependants. Many applications have already been processed using these new tools. Within this cohort of applicants, we have seen an approval rate of 93%.

Once in Canada, newcomers often seek jobs to support themselves and their families. That is why Canada has also made open work permits available for spousal applicants and their dependent children who reside with their sponsor in Canada and have temporary resident status. Spouses, partners and dependants are now able to apply for and receive an open work permit as soon as they submit a complete permanent residence application under the spouse or common-law partner in Canada class (SPCLC) or other family class programs.

Finally, Minister Fraser announced that spousal applicants, along with other open work permit holders, whose open work permits expire between August 1 and the end of 2023, will be able to extend their work permits for an additional 18 months. A similar option was recently offered to many with expiring post-graduation work permits.

Immigration will continue to play a vital role in addressing Canada’s labour shortages, and together, these initiatives deliver on the Minister’s mandate letter commitment to strengthen family reunification by facilitating temporary resident status to spouses, partners and dependent children waiting for permanent residence.

The Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, and the Honourable Randy Boissonnault, Minister of Tourism and Associate Minister of Finance, announced that Canada is extending work permits to family members of temporary foreign workers. Expanding the eligibility for work permits to family members accompanying the principal applicant to Canada will help address labour shortages by assisting employers in finding the workers they need.

Prior to this announcement, spouses were only eligible for a work permit if the principal applicant was working in a high-skill occupation. This temporary measure aims to improve the emotional well-being, physical health and financial stability of workers by keeping families together. As a result, it is expected that the worker will better integrate into their overall work environment and community.

Starting in January 2023, through a temporary 2-year measure, Canada will expand eligibility to work in Canada to spouses and working-age children through a phased approach for workers at all skill levels. This would include families of workers in health care, trades and hospitality, for example. As a result of this new approach, it is estimated that family members of more than 200,000 foreign workers could begin working in Canada, offering a greater opportunity for both foreign workers seeking to work in Canada and for employers addressing their labour needs.

The temporary measure will be implemented in 3 phases to ensure its successful implementation:

Stage 1 will enable family members of workers coming to Canada through the high-wage stream of the Temporary Foreign Worker Program or the International Mobility Program to apply for an open work permit .

Stage 2 aims to expand the measure to the family members of workers from the low-wage stream of the Temporary Foreign Worker Program, following consultations.

Phase 3 will include consultation with agricultural partners and stakeholders to assess operational feasibility for expanding the measure to family members of agricultural workers.

Immigration will continue to play a vital role in addressing Canada’s labour shortages, and the Government of Canada will continue to implement policies aimed at helping employers with their staffing needs across all skill levels.

Bộ trưởng di trú Canada vừa công bố Kế hoạch nhập cư Canada trong 3 năm tới 2023-2025.

Kế hoạch này sẽ khuyến khích thu hút người nhập cư mới có kinh nghiệm và kỹ năng lao động trong các lĩnh vực chăm sóc sức khoẻ, lao động lành nghề, sản xuất và công nghệ.
Năm ngoái, Canada thu nhận một số lượng kỷ lục, hơn 405.000 người nhập cư mới. Chính phủ Canada tiếp tục lên kế hoạch tiếp nhận mới đầy tham vọng, 465.000 thường trú nhân mới cho năm 2023, 485.000 cho năm 2024 và 500.000 cho năm 2025.
Kế hoạch mới sẽ chú trọng đến việc thu hút người nhập cư mới đến các vùng khác nhau của Canada như các thị trấn nhỏ và vùng nông thôn.

Một vài điểm chú ý:

- Tiếp tục tập trung nhập cư diện kinh tế, chiếm khoảng hơn 60% vào năm 2025

- Express Section sẽ có các tính năng mới nhằm chọn lọc những người có bằng cấp, kỹ năng trong lĩnh vực thiếu lao động trầm trọng như chăm sóc sức khoẻ, sản xuất, lao động ngành xây dựng, và khối ngành toán học, khoa học và kỹ thuật (STEM)

- Tăng thêm các chương trình định cư vùng để giải quyết thiếu hụt lao động thông qua chương trình định cư tình bang (PNP), Chương trình định cư Atlantic (AIP) và Chương trình định cư thí điểm vùng nông thôn và khu vực phía Bắc (Rustic and Northern Movement Pilot)

- Đoàn tụ gia đình nhanh hơn

- Đảm bảo tối thiểu 4.4% thường trú nhân mới ngoài Quebec nói tiếng Pháp.

Canada có chương trình định cư dành cho ông bà, cha mẹ của thường trú nhân (PR) và công dân Canada

Hôm nay, 11-10-2022, IRCC vừa ra thông báo sẽ gửi thư mời nộp hồ sơ cho một số lượng lên đến 15,000 bộ trong 2 tuần tới.

Do số lượng đăng ký bảo lãnh ông bà, cha mẹ từ 2020 còn rất lớn, Bộ di trú Canada sẽ chỉ gửi thư mời đến những người bảo lãnh (con, cháu) được chọn ngẫu nhiên này thay vì mở mới cho những người bảo lãnh mới.

Các anh chị đã nộp ý định bảo lãnh trong năm 2020 lưu ý kiểm tra email thường xuyên để không bỏ lỡ thư mời quan trọng nhé, bao gồm cả thư mục rác và thư mục spam/ junk.

Các anh chị chưa đủ điều kiện bảo lãnh ông bà cha mẹ hoặc đủ điều kiện nhưng chưa được mời thì có thể nộp xin Super visa – loại visa cho phép ra vào Canada nhiều lần, và có thể ở lại Canada đến 5 năm liên tục, và gia hạn thêm 2 năm nữa sau đó (ở liên tục trong Canada đến 7 năm – không cần ra khỏi Canada)
