MPNP COMPREHENSIVE REVIEW QUARTER I/2025

Three first months of 2025 show that Manitoba continues to implement a careful selection policy, closely coordinating the number of invitations and nominations to ensure the quality of candidates and balance processing capacity.
Below is a detailed breakdown of each of the main stages of the MPNP program: EOI – Formal Application – Nomination.

1- THE EOI STAGE (EXPRESSION OF INTEREST)
In the first quarter of 2025, the province of Manitoba issued 661 Letters of Advice to Apply (LAAs) to candidates in the Skilled Worker group:
- January: 325
- February: 117
- March: 219

– The number of invitations fluctuated significantly between months, with a sharp decrease in February. This shows that the MPNP is flexibly adjusting its selection strategy based on the actual needs of the labor market.
– The Business Investor Stream (BIS) recorded only 3 LAAs in the entire quarter, clearly demonstrating the very strict limitation policy for this category.
2- NUMBER OF OFFICIAL DOCUMENTS SUBMITTED AFTER RECEIVING LAA
In the first 3 months of the year, Manitoba recorded a total of 970 official applications submitted to the MPNP system:
– Skilled Worker: 962
– BIS: 8

– The number of applications submitted is larger than the number of LAAs issued during the same period, suggesting that a portion of the applications are from invitations issued in late 2024.
– Notably, the number of new applications has decreased month by month:
January: 493
February: 301
March: 170
→ It could be because the candidate needs more time to prepare the application, or because of the cautious mentality in the face of increasingly strict review criteria.
3- NUMBER OF OFFICIAL NOMINATIONS
A total of 1,398 nominations were granted in Q1/2025:
– Skilled Worker: 1,393
– BIS: 5

– With only 5 nominations for investors, and 3 investment profiles approved with business commitment conditions, it can be affirmed that the BIS line is in a limited state of operation – only suitable for investors with specific plans, suitable for local economic realities.
4- STATUS OF PROCESSING APPLICATIONS
As of early March 2025, the number of applications still in process is 3,121, including:
– 1,359 applications are being reviewed
– 1,762 files are waiting to be assigned to officers for review

– The large volume of pending applications partly explains the drop in LAAs in February.
– Manitoba is expected to continue to monitor the pace of invitation issuance in the coming months to ensure the processing capacity of the MPNP team.

For skilled worker candidates:
– It is necessary to build a complete EOI profile, not only achieving high scores but also matching Manitoba's industry priorities.
– Closely monitor announcements of priority occupations and opportunities from the province's strategic recruitment campaigns.
For investment applicants (BIS):
– Currently, opportunities are very limited, and should only be pursued if there is a truly clear investment plan that meets the expectations of the provincial government.
– Obtaining business plan approval (BPA) and full implementation prior to nomination requires a significant financial and time commitment.
EXPECTATIONS FOR QUARTER II/2025
– MPNP will likely continue to control the number of invitations to prioritize processing of the backlog of applications.
– Candidates with skills that are closely aligned with the province’s real needs (e.g. health, education, agri-food industry, social services) will continue to have a distinct advantage.
