Parents and Grandparents Program (PGP) 2025: Application Invitations Begin In Late July

July 16, 2025 – Ottawa: Immigration, Refugees and Citizenship Canada (IRCC) has confirmed that it will reopen the Parents and Grandparents Program (PGP) at the end of July this year. IRCC plans to start sending invitations to apply from July 28, 2025, with a maximum of 10,000 eligible sponsorship applications accepted this year.

Here are details about the 2025 reopening and what interested applicants should know.

1. Subjects will receive invitation letters to apply for PGP 2025

In 2025, IRCC will not open a new “Interest to Sponsor” application. Instead, invitations will be sent randomly to those who have submitted an interest to sponsor application since 2020 but have not been invited in previous rounds.

If you submitted an “Interest to Sponsor” application in 2020, double-check the email you used to apply. Don’t forget to check your junk/spam folder as well so you don’t miss out on an opportunity.

Why continue to select profiles from 2020?

Due to the large number of applications remaining from the 2020 intake, IRCC decided not to open new applications to ensure fairness to those waiting on the old list.

2. How to apply if you receive an invitation

If you are one of the 2025 invitees, you can apply for sponsorship through one of the following two online portals:

  • Permanent Residence Portal: For direct applicants.
  • Representative Permanent Residence Portal: For applicants applying through a representative such as an attorney or immigration consultant.

Submitting a complete and timely application after receiving an invitation is a mandatory requirement for the application to be considered.

3. What are the options if I don't receive an invitation?

If you are not on the invitation list this year, you can still consider choosing the Super Visa – a long-term visitor visa specifically for parents and grandparents of Canadian citizens or permanent residents.

What is Super Visa?

A Super Visa is a multiple entry visa, valid for up to 10 years. On each entry, the Super Visa holder can:

  • Stay in Canada for up to 5 years
  • Can be extended for 2 more years without leaving Canada

This is a suitable solution for families who have not been selected under the PGP program but still wish to reunite long-term in Canada.

4. Refer to reports from previous application submissions
