Rural Community Immigration Pilot (RCIP) In North Bay – Priority Occupations Update
What is RCIP?
RCIP (Rural Community Immigration Pilot) is a settlement program of the Canadian government, allowing foreign workers to apply for Permanent Residence if they have job offer from designated employer in some small communities participating in this program.
North Bay – a city in Northern Ontario – is one of the communities implementing RCIP. The North Bay RCIP area includes the county of Nipissing, Parry Sound and town Latchford.

1. Priority Sectors in North Bay
The government allows each community participating in the program to choose 5 priority areas to focus on attracting international workers. In North Bay, the five priority areas include:
- Business, finances and administration (Business, finances and administration)
- Health (Health)
- Education, law and social, community, and government services (Education, law and social, community, and government services)
- Sales and service (Sales and service)
- Trades and transport (Trades and transport)
Only those recruiters in the above 5 fields newly approved to participate in the RCIP program and recruit international workers.
2. Priority Occupations List
Workers need to have right job listed below by North Bay, along with their NOC (National Occupation Classification) codes:

Note: This list of occupations will be reviewed and updated annually.
3. Why are priority occupation and sector lists important?
RCIP is a program based on actual local recruitment needs. Therefore:
- Workers must have a job from designated employer.
- That employer must operate in priority areas has been announced by the community.
- The job you are hired for must be correct occupation code (NOC code) on the priority list.
If you meet all 3 of the above factors, you can apply for permanent residency (PR) through RCIP.
4. Other conditions for participating in RCIP
In addition to having valid job offer, you need to meet the following additional requirements:
- Has at least 1 year working experience (1,560 hours) in the last 3 years, or new graduates in Canada (may be waived).
- Meet the requirements language level (IELTS or equivalent).
- Has Canadian Degree or foreign degree is equivalent rating.
- Has enough money to settle down in the community (amount depends on number of family members).
5. Other communities have also announced priority industries.
In addition to North Bay, several other RCIP communities have published priority industry lists including:
- Timmins
- Brandon
- Sault Ste. Marie
- Thunder Bay
- North Okanagan-Shuswap
In total there are 14 communities across Canada join RCIP. Several other communities will be announced soon.
