Moving To Another Province Help Me Secure Canadian PR?

While most PNP streams require applicants to have lived in the province, some PNPs allow non-resident applicants to apply. This means you can simply move to the province after receiving your PR.

Important Note: All PNPs require applicants to commit to “intent to reside”. This means that before being nominated, you must demonstrate your desire to live and work in that province after receiving PR.

1. PNPs allow out-of-province applicants to apply

2. Alberta Express Entry Stream

Candidate:

This stream is for candidates from inside or outside Alberta with a valid Express Entry profile and experience in Alberta priority occupations such as technology, agriculture, aviation, construction, health care, law enforcement.

Main conditions

Candidates must have:

  • Valid Express Entry profile (FSWP, CEC or FSTP).
  • Minimum CRS score of 300.
  • Primary occupation meets Alberta's priority.
  • Job offer requirements depending on pathway:
    • Required job offer: Accelerated Tech Pathway, Law Enforcement, Priority Sectors if invitation is based on a job offer.
    • Optional job offer: General draws, Priority Sectors (based on occupation), Healthcare pathway (depending on the case).

3. British Columbia Skilled Worker Stream

Candidate:

For workers with a full-time, permanent job offer in BC, in TEER 0–3 occupations, and at least 2 years of full-time experience in that occupation.

  • At least 2 years related experience.
  • Club 4 and above.
  • Minimum wage in region and occupation.
  • Have skills/practice certificate (if required by the profession).

4. British Columbia Entrepreneur Immigration (Base & Regional)

Candidate:

For business owners or senior managers looking to start or acquire a business in BC.

5. Manitoba Skilled Worker Overseas Stream

Candidate:

Candidates from outside Canada who want to settle in Manitoba and have a real connection to Manitoba, such as: relatives, having studied/worked in Manitoba or being invited by the province through a Strategic Recruitment Initiative.

Main conditions

  • Minimum 60/100 points on the MPNP scale.
  • Connected to Manitoba via:
    • Manitoba Support (relatives, friends).
    • Manitoba Experience (studied/worked in the province).
    • Manitoba Invitation (invitation through employment or exploratory visit).
  • CLB 5 and above (CLB 4 with TEER 4–5).
  • Proof of financial resources and clear settlement plan.
  • There is no stronger link with another province.

6. Ontario Employer Job Offer: Foreign Worker Stream

Candidate:

Applicants from within or outside Canada with a job offer in Ontario with a TEER of 0–3. In some cases, physicians do not need a job offer if they meet special requirements.

Main conditions

  • Receive invitation letter after registering EOI.
  • Job offer is full-time, long-term, salary reaches median wage.
  • Minimum 2 years of experience in the profession (except for professions that require a license).
  • Intend to live in Ontario.

7. Ontario Employer Job Offer: International Student Stream

Candidate:

International students who graduated within the last 2 years and have a full-time, permanent job offer in Ontario with a TEER of 0–3.

  • Have an invitation to apply from OINP after registering an EOI.
  • Job offer full time, meet minimum wage.
  • Completed a minimum 1–2 year program from an eligible educational institution.
  • More than 50% of the study program is conducted in Canada.
  • Intend to live in Ontario.

8. Prince Edward Island Skilled Worker Outside Canada Stream

Candidate:

Non-Canadian applicants with a job offer from a PEI business in TEER 0–3, serving shortage sectors such as healthcare, trades, childcare.

Main conditions

  • Full-time job offer, approved by PEI prior to submitting EOI.
  • 2 years of experience in the last 5 years.
  • Post-secondary degree (minimum 2 years).
  • Age 18–59.
  • CLB 4 or higher (or confirmation of ability from employer).
  • Have sufficient funds and intention to settle in PEI.

9. Trend 2026: More opportunities for candidates willing to move provinces?

Canada's Immigration Plan 2026 announced an increase of 41,000 PNP places compared to 2025. This shows that the government wants to expand the role of provinces in selecting immigrants.

Although it cannot be confirmed with certainty, with the increased quota, provinces may have more room to invite candidates from outside the province, especially in occupations that suit local economic needs.

Conclusion

Moving to another province can be an effective strategy to increase your chances of obtaining PR, especially through PNP streams that are open to out-of-province applicants. However, you need to understand the requirements of each program and prepare a settlement plan that is consistent with the province’s expectations.
