What is GCMS Notes?

A Global Case Management System (GCMS) Note is a valuable information file that applicants for various Canadian immigration statuses can request. These statuses include temporary residence, such as visitor visas, study permits, and work permits, as well as permanent residence programs like Express Entry, Provincial Nominee Program and Family Sponsorship. Managed by Immigration, Refugees and Citizenship Canada (IRCC), the GCMS is an internal global system used to handle and evaluate immigration applications. This system is also utilized by the Canada Border Services Agency (CBSA).

When an applicant requests a GCMS note, they receive detailed updates and information about their application's progress. This request can be made under the Access to Information Act (ATI). It's important to note that applicants can only request a GCMS note after their application has passed the R10 completeness check. This check is essentially a review to ensure that all necessary documents have been included in the application. While it doesn't mean the application has been fully assessed, it does indicate that it has cleared the initial document verification stage. The time taken to complete the R10 check can vary depending on the specific processing standards for each type of application.

A GCMS note provides applicants with comprehensive details about their immigration application, including both the information they have submitted and what IRCC has gathered. Specifically, the GCMS note includes:

  • Details about the application, such as the date it was received, the date it was opened, the code of the immigration officer assigned to it, the current status of the application, and the reasons for that status.
  • Any information IRCC has collected about the applicant.
  • Information submitted to IRCC by any third-party representatives.

Who can request GCMS Notes?

Anyone with an application filed with IRCC or CBSA, and whose application has passed the R-10 completeness stage, can potentially request a GCMS note. However, to obtain a GCMS note, an Access to Information and Privacy (ATIP) request must be submitted under the Access to Information Act (ATI). To submit an ATIP request, the individual must be:

  • A Canadian citizen or permanent resident, or
  • An individual residing within Canada.

Applicants outside of Canada can still obtain GCMS notes by using a representative who meets these criteria. This representative, who must be either a Canadian citizen, a permanent resident, or a corporation based in Canada, can apply on the applicant’s behalf. To do so, the representative must complete and submit the Consent for an Access to Information and Personal Information Request form.
