Starting October 1, 2024, four Canadian provinces—Ontario, Manitoba, Saskatchewan, and Prince Edward Island—will introduce new minimum wage rates. These changes are part of an annual review by provinces to ensure wages keep pace with the rising cost of living and economic factors. Here’s what you need to know about these updates, along with an overview of other provinces that have already implemented wage increases this year.

Understanding Minimum Wage in Canada

The minimum wage is the lowest hourly rate that employers are legally required to pay employees. Each Canadian province and territory sets its own minimum wage and periodically adjusts it to account for inflation and rising living expenses. These wages apply to all employees, regardless of age or the number of hours worked, and paying workers below the minimum wage is illegal in Canada.

Minimum Wage Changes in Ontario

Ontario will raise its general minimum wage from $16.55 to $17.20/hour, effective October 1, 2024. This $0.65 increase is part of the province’s annual wage adjustment, which aims to reflect the cost of living and inflation.

Special categories in Ontario will also see wage increases:

  • Students under 18: For students working 28 hours or fewer per week during the school year (or full-time during school breaks), the minimum wage will rise from $15.60 to $16.20/hour.
  • Homeworkers: Employees who perform paid work from home will have their minimum wage increased from $18.20 to $18.90/hour.
  • Hunting, fishing, and wilderness guides: The daily minimum wage for these workers will increase to $82.85 (from $77.60) for shifts under 5 hours, and $165.75 (from $155.25) for shifts over 5 hours.

Despite these increases, the Ontario Living Wage Network reports that the living wage in many regions of the province is closer to $20/hour, and even exceeds $25/hourin the Greater Toronto Area (GTA). Labour activists continue to push for a $20 per hour minimum wage to meet the true cost of living in Ontario.

Manitoba’s Minimum Wage Increase

Manitoba will increase its minimum wage to $15.80/hour from the current $15.30/hour, beginning October 1, 2024. This follows two increases in 2023, which together raised the wage by $1.80/hour. Manitoba’s minimum wage adjustments are tied to the Consumer Price Index (CPI), and the next scheduled revision will occur in October 2025.

Saskatchewan’s Wage Hike

In Saskatchewan, the minimum wage will rise from $14.00 to $15.00/hour, effective October 1, 2024. This follows an increase in October 2023, when the wage was raised from $13.00 to $14.00 per hour. The province has been gradually increasing its minimum wage in an effort to improve wage standards for workers.

Prince Edward Island’s New Minimum Wage

Prince Edward Island will raise its minimum wage from $15.40 to $16.00/hour on October 1, 2024. The most recent increase took effect on April 1, 2024, and this new adjustment is intended to further support workers in the province.

Other Provinces That Have Already Increased Minimum Wages in 2024

  • British Columbia: On June 1, 2024, British Columbia increased its minimum hourly wage to $17.40/hour.
  • Quebec: On May 1, 2024, Quebec raised its minimum wage to $15.75/hour.
  • Federal Minimum Wage: As of April 1, 2024, workers in federally regulated private sectors are entitled to a minimum wage of $17.30/hour.
