Employer Eligibility
To participate in the Temporary Resident Retention Pilot, businesses must meet:
- Business activities:
- Own and operate a business for at least 3 consecutive years prior to filing.
- Business must be legally registered in Manitoba or Canada and in good standing.
- Have a factory, manufacturing facility or business location in Manitoba.
- Applicable industries:
- Agriculture
- Construction and crafts
- IT
- Food processing
- Restaurant and hotel services
- Health
- Education
- Industrial production
- Finance & reputation:
- Minimum revenue of CAD 350,000/year for the last 3 years.
- Have a foreign worker retention rate of at least 50% within 3 years.
- No violation of Canadian labor or immigration laws.
- Additional requirements:
- Have long term, full time employment contract.
- Has WRAPA Certification from Employment Standards.
- Support for work permit application fee (CAD 230) for candidates.
Ineligible businesses include:
- Only act as a labor brokerage company to supply labor to other parties.
- Hire a self-employed business owner (e.g. a self-driving truck owner).
- Plan to sell the business in the next 2 years.
- On the Canadian Government's banned list.
- Have been penalized for violating the Temporary Foreign Worker Program (TFWP) or the International Mobility Program (IMP).
Employee Candidate Criteria
Workers must meet the following criteria:
- Work Experience
- Work full-time for at least 18 months (≥ 30 hours/week).
- Have a long term, stable contract in Manitoba.
- Resident:
- Have lived in Manitoba for more than 50% of the time since arriving in Canada (whether on a student, visitor or work visa).
- Salary and working conditions:

- TEER 4, 5: minimum CLB 4.
- Score at least 60 points in the MPNP points system.
