Notes from IRCC
IRCC acknowledges that, aside from dependent children and protected individuals (including principal applicants and all accompanying family members), the subsequent groups of applicants are not required to pay the department’s Right of Permanent Residence (RPR) Fee:
- Sponsored child (of a principal applicant under the family reunification class) – the child must be under 22 years old and not have a spouse/partner
- Principal applicants under the humanitarian and compassionate consideration and public policy classes
Please note that this fee is typically paid by all applicants for permanent residence (with the exception of dependent children and protected persons). Principal applicants falling under the categories of "humanitarian and compassionate consideration" and "public policy" are exempt from the RPR fee only under specific circumstances.
Furthermore, IRCC specifies that applicants in the "permit holder" category for permanent residence are unable to include accompanying family members in their PR applications. Instead, all individuals eligible for PR through this category must submit their own applications for Canadian PR as the principal applicant.
