Newfoundland and Labrador Issues Invitations to PNP and AIP Candidates

Newfoundland and Labrador Invites 217 Immigration Candidates

On September 26, the Newfoundland and Labrador Office of Immigration and Multiculturalism issued 217 Invitations to Apply (ITAs) to candidates under two of the province's key immigration programs:

This was a notable draw as it marked the first time that the number of invitations issued to AIP candidates surpassed the number issued to the NLPNP, demonstrating the province’s increasing use of this employer-sponsored program.

Newfoundland and Labrador has maintained regular draws since switching to an Expression of Interest (EOI) system in February, aiming to more efficiently manage and select potential candidates.

Overview of the NL Provincial Nominee Program 2025

As of now in 2025, Newfoundland and Labrador has issued a total of 2,821 invitations to apply for provincial immigration. Of which:

  • NLPNP: 2,125 invitations.
  • AIP: 696 invitations.

Nomination Slots

The province of Newfoundland and Labrador has received a total of 2,050 nominations to the NLPNP in 2025 after successfully negotiating with the federal government to add an additional 1,000 places to its original quota (up from 2,100 places in 2024).

At the same time, the province maintains 475 places for the Atlantic Immigration Program (AIP).

Two Main Pathways to Settlement in Newfoundland and Labrador

If you are considering settling in NL, it is important to understand the two main immigration programs that the province uses.

1. Atlantic Immigration Program (AIP)

What is the AIP? It is an employer-focused immigration program. It is designed to help Atlantic Canada provinces, including New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador, fill labor gaps by attracting skilled foreign workers and international graduates.

Basic conditions:

  • Must have a Job Offer from a designated employer in Atlantic Canada.
  • This job offer must be endorsed by the province.
  • Applicants must meet the minimum work experience requirement or be a recent graduate from a recognized post-secondary institution in Atlantic Canada.

Simple process: After receiving a job offer and confirmation from the province, the candidate can apply directly to the federal government for Permanent Residence (PR).

Additional benefit: AIP applicants may be eligible for a Special Work Permit for up to two years. This allows them to work legally in Canada while their PR application is being processed.

2. Newfoundland and Labrador Provincial Nominee Program (NLPNP)

What is the NLPNP? It is a program that allows provinces to nominate foreign workers, international graduates, and entrepreneurs to apply for Canadian Permanent Residence. It is part of Canada's larger Provincial Nominee Program (PNP).

NLPNP Main Streams: NLPNP has five streams for candidates to choose from, including:

  • Skilled Worker – including Express Entry-linked Streams.
  • International Graduate.
  • International Entrepreneur.
  • International Graduate Entrepreneur.

Two-step process:

  1. Step 1 (Provincial Level): Candidate applies to the province of NL and receives a Provincial Nomination.
  2. Step 2 (Federal Level): After being nominated by a province, the candidate submits an application for Permanent Residence to the Canadian federal government.

Newfoundland and Labrador’s continued draws and increased quotas demonstrate the province’s strong commitment to attracting immigrants who can contribute to its economic and social development.
