Canadian Immigration Update – Early June 2025: Newfoundland and Labrador and Alberta Simultaneously Invite Candidates

In May and early June 2025, two provinces Newfoundland and Labrador cùng Alberta has announced new invitations for immigration candidates through provincial nominee programs (Provincial Nominee Program – PNP). These moves show a positive trend in attracting international workers to live and work in Canada, especially in areas such as health care and key economic sectors.

Newfoundland and Labrador: Increasing the number of invitations through the EOI system

The province of Newfoundland and Labrador has just completed its third invitation round in 2025 since the system was launched. Expression of Interest (EOI) – the Expression of Interest System – in February this year.

In the May 29, 2025 invitation round, a total of 405 invitations were issued through two programs:

Compared to previous batches:

  • May 8, 2025: 328 invitations
  • April 3, 2025: 256 invitations

To date, Newfoundland and Labrador has issued a total of 838 invitations through the NLPNP and 151 invitations through the AIP.

How to apply for settlement program in Newfoundland and Labrador

To apply for permanent residence, applicants need:

  • Submit an EOI through the province's Immigration Accelerator online platform.
  • Once selected, candidates will receive an Invitation to Apply (ITA) and have up to 60 days to complete their application.
  • If applying through AIP, the employer will be the primary responsible party.
  • For candidates who are not present in Canada, an “invite code” from the employer is required to continue the application.

Before the EOI system was introduced, workers could apply directly without going through this preliminary screening step.

Notably, Newfoundland and Labrador has successfully negotiated with the federal government to be granted an additional 1,000 settlement places, bringing the total nomination quota to 2,525 places for 2025, after having its settlement allocation cut earlier in the year.

Meanwhile, the province of Alberta has just held a draw on June 3, 2025 through the Express Entry-linked Health Care Pathway.

This time, Alberta invited 36 candidates working in the health sector, with a minimum CRS score of 60 – a very low score compared to the general Express Entry level.

Conditions for selection

  • Have a valid Express Entry profile
  • Have a valid job offer from an employer in Alberta
  • The primary occupation must be from the list of 9 approved health professions, including:
    • Doctors, nurses, physiotherapists, psychologists, clinical social workers…
  • Have a certificate from the relevant professional regulatory body in Alberta (e.g. College of Physicians and Surgeons of Alberta – CPSA, College of Registered Nurses of Alberta – CRNA…)
  • Demonstrate a clear intention to live and work permanently in Alberta

2025 nomination figures

To date, Alberta has issued:

  • 2,276 provincial nominations (out of a total of 4,875 allocated for the year)
  • Healthcare pathways only (including Express Entry and non-Express Entry):
    • 170 invitations
    • 330 remaining
    • 1,507 applications are in the EOI pool

Both Newfoundland and Labrador and Alberta are actively using immigration programs to address local workforce needs. In particular:

  • Newfoundland and Labrador expands opportunities through new EOI system and dramatically increases invitation numbers.
  • Alberta has a clear focus on the healthcare industry, a sector that is in constant need of workers and presents great immigration opportunities for international healthcare professionals.
