Could Canada Welcome Up to 704,000 Permanent Residents in 2027?
This figure is compiled from the following four policy groups:

1. Immigration Levels Plan 2027–2029: 380.000 PR
Under the 2027–2029 immigration plan, Canada aims to welcome 380,000 permanent residents annually during the 2027–2029 period.
For the year 2027 specifically, the target ranges from 352,500 to a maximum of 422,000 people.
Target structure for 2027:
| Immigrant group | Quantity |
| Economic | 244.700 |
| Family | 81.000 |
| Refugees and protected persons | 49.300 |
| Humanitarian and other groups | 5.000 |
| Total | 380.000 |
The economic immigration category accounts for approximately 64.4% of the total quota.
2. Time-limited special measure: Up to 200,000 additional PR
On November 5, 2026, the Government of Canada announced a time-limited measure, providing up to 200,000 additional permanent resident (PR) spots—over and above the Immigration Levels Plan—for the year 2027.
The program is divided into two groups:
100,000 spots for workers in Canada and their families, including certain applications under:
- Start-Up Visa Program.
- Self-Employed Persons Program.
- Agri-Food Pilot.
- Home Care Workers (Caregiver) Pilots.
- Provincial Nominee Program (PNP).
100,000 spots for workers in Canada and their families, including certain applications under:
- Spouses, common-law partners, and children of Canadian citizens or permanent residents who are awaiting the outcome of a sponsorship application.
- Hong Kong residents covered by relevant settlement schemes.
- Ukrainian citizens under the family-based immigration program for Canada.
- Some humanitarian applications in Canada have been "Approved in Principle."
Thus, if all 200,000 additional spots are utilized alongside the maximum target of 422,000 permanent residents (PR) set out in the Immigration Levels Plan, the total volume could reach 622,000 people.
3. In-Canada Workers Initiative: 33,000 foreign workers
In 2026, Canada will launch an initiative to transition up to 33,000 foreign workers currently employed in Canada to permanent resident status.
Related programs include:
- Provincial Nominee Program (PNP).
- Atlantic Immigration Program (AIP).
- Rural Community Immigration Pilot.
- Francophone Community Immigration Pilot.
- Home Care Worker Pilots.
- Agri-Food Pilot.
The initial goal is to admit at least 20,000 people in 2026. Under the preliminary allocation plan, the remaining 13,000 or so slots are expected to be filled in 2027.
4. Protected Persons Initiative: Up to 115,000 people
The Government of Canada is also launching an initiative to expedite the granting of permanent resident status to up to 115,000 Protected Persons and their dependents currently in Canada, over the 2026–2027 period.
This category includes individuals who have been granted protected status by Canada—such as Convention Refugees and Persons in Need of Protection—along with their eligible dependents.
According to the initial plan:
- Year 2026: 46,000 people.
- Year 2027: Approximately 69,000 people remain, according to the allocation calculation.
5. Summary of potential PR scale in 2027
Based on the upper limit of the Immigration Levels Plan and the remaining projected allocation from special initiatives, the calculation is as follows:
| Policy Group | Number of PRs |
| Immigration Levels Plan (upper limit) | 422.000 |
| Time-limited measure | 200.000 |
| In-Canada Workers Initiative (remaining planned portion) | 13.000 |
| Protected Persons Initiative (remaining planned portion) | 69.000 |
| Total | 704.000 |
Note: 704,000 is not an official aggregate target published by IRCC. This figure is an estimate based on the upper limit of the Immigration Levels Plan and the initial allocation plans for special initiatives.
Furthermore, it should be noted that there may be an overlap of individuals across different programs. IRCC has not yet released data confirming that all these groups are entirely distinct from one another. The actual number of permanent residents (PRs) in 2027 will depend on the outcomes of initiatives implemented in 2026, as well as the progress made in processing applications.
6. Implications for those currently in Canada
The new policies indicate that Canada continues to dedicate resources to addressing the backlog of applications and transitioning certain groups of people already living in Canada to permanent resident status.
Foreign workers with applications under the PNP, Caregiver, or Agri-Food programs, as well as certain other immigration streams, should monitor the specific eligibility requirements that apply to them.
For international students, holding a Study Permit does not automatically qualify one for permanent residency (PR) transition initiatives. Applicants must still meet the specific requirements of each individual immigration program.
In Manitoba, workers and international students can explore options such as the Manitoba Provincial Nominee Program (MPNP), Express Entry, and other economic immigration programs that align with their individual circumstances.
