Manitoba Provincial Nominee Program (MPNP)

The Manitoba Provincial Nominee Program (MPNP) provides three streams, each offering specific pathways for individuals to immigrate to the province of Manitoba and gain permanent residency in Canada. Through these streams, applicants can pursue different avenues to achieve their immigration goals and contribute to the diverse and vibrant community of Manitoba.

SKILLED WORKER STREAM

The Skilled Worker Stream is driven by local factors and tailored to meet the demands of Manitoba employers. We choose skilled workers with international experience and training, matching the specific needs of the local job market, and nominate them for Canadian permanent residency to live and work in Manitoba. This stream offers two pathways: Skilled Worker in Manitoba and Skilled Worker Overseas (SWO).

Skilled Worker in Manitoba

The Skilled Worker in Manitoba (SWM) Pathway nominates applicants who have a strong connection to our province through ongoing employment and sufficient skills, education and training, work experience and official language proficiency to make an immediate and ongoing contribution to the Manitoba economy and our community at large.

  • MB graduates in in-demand occupations who have worked in MB for 6 months (job not related to studies is accepted)
  • Canada graduates who have worked in MB for 12 months (job not related to studies is accepted)
  • TFWs/MB graduates in not in-demand occupations who have worked in MB for 12 months
  • Living/working in MB when applying
  • CLB/ NCLC 7 for regulated occupations
  • CLB/ NCLC 6 for compulsory trades
  • CLB/ NCLC 5 for other NOC 0, A, B occupations
  • CLB/ NCLC 4 for NOC C, D occupations can be considered
  • Birth Certificate
  • Residence/travel: passport (including photo and detail pages, plus visas if country of residence differs from country of citizenship)
  • Marital status: marriage/divorce/death certificates; separation agreement; documents proving your common-law partnership of at least one year
  • Dependants: birth certificates must show names of both parents; adoption papers; custody agreements for children of divorce/separation, as well as travel documents
  • Certificate, degree or diploma and transcripts for each program completed by applicant and spouse
  • Signed letter of reference from each employer of the applicant and spouse
  • Provincial nominee or federal immigration/refugee application result letter, visas for temporary work, study or visit – upload copy of official document
  • Valid test results from approved language test are required by all applicants except those currently working in Manitoba in high-skill occupations (NOC 0, A or B)

  2. The EOI profile is selected by the MPNP and a Letter of Advice to Apply is sent
  3. Submit an MPNP application
  4. The application is assessed by the MPNP
  5. Receive a Confirmation of Nomination
  6. Submit an application for Permanent Residence (PR) to Immigration, Refugees and Citizenship Canada (IRCC)

MPNP APPLICATION FEE: $500

The MPNP is committed to assessing all applications within six months.

SKILLED WORKER OVERSEAS

The MPNP for Skilled Workers Overseas nominates applicants who demonstrate an established connection to Manitoba through:

  • the support of family members or friends;
  • previous education or work experience in the province; or
  • an Invitation to Apply received directly from the MPNP as part of a Strategic Recruitment Initiative
  • Must meet the minimum eligibility criteria and score a minimum of 60 points to be considered for nomination.
  • Applicants whose occupation is classified at National Occupational Classification C or D must have at least CLB 4 in English (or NCLC 4 in French).
  • Demonstrate the ability and intent to become economically established and reside in Manitoba; AND
  • Have the confirmed support of a close friend or relative who has resided in Manitoba for at least one year; OR Hold a valid Invitation to Apply issued by the MPNP; OR Having Manitoba experience
  • In the past, you worked full-time for a Manitoba employer at least six consecutive months; OR
  • Having past education in Manitoba: As an international student you attended and completed an authorized education or training program at a public, or registered private vocational, post-secondary institution in Manitoba. (Language studies are not authorized.)
  • Birth Certificate
  • Residence/travel: passport (including photo and detail pages, plus visas if country of residence differs from country of citizenship)
  • Marital status: marriage/divorce/death certificates; separation agreement; documents proving your common-law partnership of at least one year
  • Dependents: birth certificates must show names of both parents; adoption papers; custody agreements for children of divorce/separation, as well as travel documents
  • Certificate, degree or diploma and transcripts for each program completed by applicant and spouse
  • Signed letter of reference from each employer of the applicant and spouse
  • Provincial nominee or federal immigration/refugee application result letter, visas for temporary work, study or visit – upload copy of official document
  • Applicants who provide an Express Entry profile and verification code must also provide a copy of your Application/profile details from IRCC.
  • Valid test results from approved language test are required by all applicants except those currently working in Manitoba in high-skill occupations (NOC 0, A or B)
  • A copy of your Application/profile details from IRCC; and
  • Financial documents demonstrating that you have sufficient funds to meet LICO requirements.

International Education Stream

The International Education Stream (IES) provides international students graduating from designated Manitoba post-secondary institutions a faster pathway to nomination.

There are three pathways:

  1. Career Employment Pathway
  2. Graduate Internship Pathway and
  3. International Student Entrepreneur Pilot

Career Employment Pathway offers accelerated nomination routes for post-secondary graduates who secure long-term employment in Manitoba within a high-demand occupation matching their qualifications. If you fulfill these criteria, you can apply to the MPNP right after graduating and receiving the job offer.

ELIGIBILITY

  • completed a full-time program lasting at least one year or two semesters at a designated post-secondary institution in Manitoba within the last three years.
  • a minimum level of CLB/NCLC 7
  • must obtain a full-time job offer from an eligible employer in Manitoba, with a minimum contract duration of one year, in an occupation listed on Manitoba's In-Demand Occupations List that aligns with your completed program of studies in Manitoba
  • must be working full-time in Manitoba with a valid work permit* at the time your application is assessed
  • Note: The MPNP may establish specific limits based on programs or occupations. Graduates of Manitoba degree programs are eligible as long as they have a job offer in any occupation classified as TEER 0, 1, 2, or 3 (formerly NOC 0, A, or B) listed on the In-Demand Occupations List.
  • have enough liquid funds equivalent to meet the low income cut-off (LICO) requirements for independent financial support for a six-month period. Alternatively, you must be employed full-time in a stable, long-term position in Manitoba
  • Residency in Manitoba at the time of application
  • Demonstrate your commitment to continue residing in Manitoba after receiving nomination
  • Submitting a Career Employment Plan that outlines your career prospects and trajectory in Manitoba

    Graduate Internship Pathway helps international students who have finished their master's or doctoral degrees to get nominated faster in Manitoba. By doing internships with Mitacs in Manitoba, they can apply to the MPNP right after graduation, even if they don't have a job offer.

    ELIGIBILITY

    • Completed a master's or doctoral degree program in Manitoba within the last three years
    • Minimum CLB/NCLC 7 (or equivalent)
    • Completed a Mitacs Elevate or Accelerate internship, including Accelerate Entrepreneur, with a qualifying industry or research organization in Manitoba
    • A job offer is not necessary when applying.
    • Show sufficient liquid funds equivalent to meet the low income cut-off (LICO) requirements for independent financial support for a six-month period, or must be employed in a full-time, stable position in Manitoba.
    • Living in Manitoba when you apply. Additionally, you must demonstrate your commitment to staying in Manitoba after being nominated, which includes submitting a Career Employment Plan outlining your career goals and opportunities in Manitoba.

    The International Student Entrepreneur Pilot (ISEP) allows up to 20 international students who have graduated in Manitoba per calendar year to pursue entrepreneurship instead of seeking employment. Once the applicant fulfills the requirements outlined in their Business Performance Agreement, they become eligible for permanent residence nomination.

    It is mandatory to attend an information session before submitting any forms to the MPNP. Those interested should send an email to MPNP-BusinessStream@gov.mb.ca to register for an information session.

    ELIGIBILITY

    • A business plan is a necessary component of your application.
    • Oversee the daily operations of the business as a senior manager from the Manitoba location for a minimum of 6 months before nomination, in line with the terms of your Business Performance Agreement (BPA).
    • Possess at least 51% ownership of the business equity.
    • Minimum CLB/NCLC 7 (or equivalent)
    • Completed a full-time post-secondary program in Manitoba lasting at least 2 years
    • Studies or work/business experience outside of Canada may be advantageous but not obligatory requirements for eligibility.
    • Between 21 to 35 years of age
    • Possess a valid open work permit* when applying
    • Lived continuously in Manitoba since your graduation
    • Demonstrate your intention to remain residing in Manitoba after receiving nomination
    • No deposit is necessary.
    • Minimum net worth is not a requirement for eligibility; however, your net worth and the source of your funds will be evaluated to assess your ability to execute your business plan successfully.
    • Prove you have liquid funds equivalent to meet the low income cut-off (LICO) requirements for independent financial resources for a twelve-month period.
    • A third-party supplier approved by the MPNP will verify your personal net worth. A verification report, along with your application, must be submitted to the MPNP within 120 days of receiving your Letter of Advice to Apply (LAA).
    • Following approval of your application, you must sign a Business Performance Agreement (BPA) before the MPNP issues an approval-in-principle letter for you to execute your business plan.

    6. Within 180 days from the date of nomination, make a separate application to the Government of Canada for permanent residence.

    Business Investor Stream

    The Business Investor Stream allows Manitoba to recruit and nominate qualified business investors and entrepreneurs from around the world who have the intent and ability to start or purchase businesses in Manitoba. Applicants will no longer be required to submit a deposit of $100,000 to the Manitoba government.

    ENTREPRENEUR PATHWAY

    The renewed Entrepreneur Pathway replaces the previous MPNP-B stream. It allows Manitoba to recruit and nominate qualified business people from around the world who have the intent and ability to move to Manitoba and establish, purchase a business or become partners in an existing business within the first 24 months of arrival in Canada on a temporary work permit.

    • Minimum of three years of full-time work experience in the past five years either as an active business owner or working in a senior management role of a successful business.
    • CLB/NCLC 5
    • Highschool diploma
    • Net worth $500,000
    • Minimum investment is $250,000 for businesses situated in the Manitoba Capital Region or $150,000 if a business is situated outside of the Manitoba Capital Region.
    • The proposed business must create or maintain at least one job for a Canadian Citizen or a Permanent Resident in Manitoba (excluding owners of the business and/or their close relatives).
    • Exploratory visit within 1 year prior to EOI submission.
    • Submit a business plan
    • Sign a Business Performance Agreement
    • Establish or purchase a business or become partner in an existing one within 2 years of arrival while on a valid temporary work permit, consistent with the requirements of your Business Performance Agreement (BPA).

    FARM INVESTOR PATHWAY

    The updated Farm Investor Pathway (FIP) is replacing the former Farm Strategic Recruitment Initiative. This pathway is designed for individuals with proven experience in farm business, sufficient available capital for investment, and who have the intention to establish and manage a farm operation in rural Manitoba.

    It is anticipated that successful applicants through the FIP will establish a farm business in rural Manitoba that produces primary products consistent with the current agricultural industry of the province. The type of operation and investment must align with provincial statistics and be relevant to Manitoba's agricultural sector. Agri-business operations not focused on primary products may be eligible under the Entrepreneur Pathway.

    In case the nomination application is approved by the FIP, the applicant must make a deposit of CAD $75,000 to the Manitoba Development Corporation before a Certificate of Nomination can be issued.

    • Minimum of three years farm ownership and operation experience supported by verifiable documents.
    • Able to communicate in English or French
    • Proven farming skills, technical knowledge and experience
    • Investment of $300,000 in tangible assets
    • Conduct a Farm Business Research Visit to Manitoba
    • Live on the farm and actively participate in the management of the farm business on an ongoing basis from within Manitoba.
    • The farm business must be in active primary agriculture production and economically viable.
